Abike Dabiri, Chairman, Nigerians in Diaspora Commission (NiDCOM), on Friday, congratulated Captain Kelechi Ndukwe on his promotion from Commander to Navy Captain in the US Navy, becoming the first Nigerian to Command US Navy Warship.
