The Lagos State House of Assembly has approved the request of an Irrevocable Standing Payment Order (ISPO) to LEDCO Limited and LUG limited for the installation of a smart all in one solar street light fittings across the State, in thirty-six months .
Adopting the recommendations of the Joint Committee on Economic Planning and Budget; Energy and Mineral Resources on the request for the payment occasioned by government’s intendment to replace the existing public lighting installation with solar powered light, the House streamlined the duration of payment from the proposed 72 months to 36 months.
It would be recalled that the House received a letter from the Commissioner for Finance, Mr. Abayomi Oluyomi on the above, and mandated its Joint Committee to critically look into the request and report its findings to the House in two days.

Presenting the report on the Floor of the Assembly, the Chairman of the Joint Committee, Hon. Sa’ad Lukman Olumoh noted that the committee swung into action by inviting the commissioners and officials from the concerned Ministries.
The Committee in its finding from the physical interaction with the said Ministries, observed that there is a need to alternate lighting systems (solar energy) for significant reduction in the smoke emissions from diesel powered energy, operation and maintenance cost of street light infrastructure and as well maintain the smart city agenda.
Adding that the project will be financed through an alternative financing arrangement by the contractor and completed with the issuance of ISPO by the State.
The Committee recommended that the Lagos State Electricity Board should ensure solar street lights are evenly distributed in all parts of the State and that the period of ISPO plan be reduced to thirty-six months.
Following the presentation of the report, the House thereafter adopted the recommendations of the Committee as the resolution of the House after incorporating slight amendments.
Consequently, the Speaker, Rt. Hon. (Dr.) Mudashiru Ajayi Obasa directed the Clerk of the House, Barr. Olalekan Onafeko to forward a clean copy to the Governor for his assent. The House then adjourns its plenary till Tuesday, 1st July 2025.
