US president Donald Trump has signed the Russia sanctions bill delivered to him from the Congress but he has included a statement saying the administration will execute the law with reservations about it’s impact and the constitutionality of some provisions.
The bill is one of the first major pieces of legislation which was sent to Trump’s desk, as well as represent a rebuke of the President by giving Congress new veto power to block him from removing Russia sanctions.

The statement signing reveals Trump’s concerns about the law, including that it encroaches on presidential authority and may hurt U.S. ability to work with allies.
