António Guterres has called on South Africa to confront a resurgence of xenophobic violence, warning that unity remains the country’s strongest defense against division and unrest.

In a statement marking Freedom Day, the United Nations Secretary-General expressed concern over recent incidents targeting foreign nationals, particularly in KwaZulu-Natal and the Eastern Cape. He described xenophobia as an “ancient poison” that threatens the foundations of a democratic and inclusive society.

Guterres stressed that the anniversary of South Africa’s first democratic elections serves as a reminder of the solidarity that helped dismantle apartheid, cautioning that those same values are now under strain.

“Violence, vigilantism, and all forms of incitement to hatred have no place in an inclusive, democratic society governed by the rule of law,” the statement said.

The UN chief condemned acts of intimidation and mob justice, insisting that immigration enforcement must remain the responsibility of lawful state institutions. He also called for swift, independent investigations into recent attacks to ensure those responsible are held accountable.

While acknowledging the economic pressures facing many South Africans, Guterres warned against scapegoating migrants, urging authorities to pursue solutions rooted in fairness and non-discrimination.

The warning comes amid growing regional concern. The African Commission on Human and Peoples’ Rights has also raised alarm over reports of vigilante activity, noting that such actions violate the principles of the African Charter and undermine regional cohesion.

South African authorities have reiterated their commitment to implementing the National Action Plan against Racism and Xenophobia. However, the UN emphasized that policy measures must be matched with sustained public engagement to protect the country’s “hard-won values of freedom and dignity.”

The United Nations said it remains ready to support efforts aimed at easing tensions and strengthening coexistence between citizens and migrant communities across the country.
