NCC emerges among top three federal agencies in 2026 public service reform rankings

The Nigerian Communications Commission (NCC) has been ranked among the three best-performing Ministries, Departments and Agencies (MDAs) of the Federal Government in the 2026 Public Service Reforms Performance Assessment conducted by the Bureau of Public Service Reforms (BPSR), underscoring the Commission’s growing reputation for transparency, accountability and service delivery.

The latest assessment placed the NCC third overall after a comprehensive evaluation of federal agencies based on key reform indicators, including the Self-Assessment Tool (SAT), Freedom of Information (FOI) Compliance Score, Fiscal Transparency and Integrity Index, as well as official website performance metrics.

The Nigerian Investment Promotion Commission (NIPC) secured the top position, while the Nigerian Export Promotion Council (NEPC) came second in the nationwide ranking of federal MDAs.

The institutional assessment recognises government agencies that have demonstrated outstanding commitment to implementing public service reforms, promoting good governance and improving service delivery to Nigerians.

Beyond institutional recognition, the ceremony also honoured 20 distinguished individuals across the federal, state and local government levels for exceptional leadership and public service excellence. Among the recipients were the Head of the Civil Service of the Federation, Mrs. Didi Walson-Jack, and the Senior Special Assistant to the President on Sustainable Development Goals, Mrs. Adejoke Adefulire.

Receiving the award on behalf of the Executive Vice Chairman and Chief Executive Officer of the NCC, Dr. Aminu Maida, the Executive Commissioner for Technical Services, Engr. Abraham Oshadami, expressed appreciation to the Bureau of Public Service Reforms for sustaining the annual performance assessment initiative.

Speaking on behalf of the Commission and other award recipients during the ceremony held in Abuja on Tuesday, Oshadami described the recognition as an affirmation of the NCC’s commitment to institutional reforms and improved service delivery.

“First; on behalf of all awardees, and second, on behalf of the Board, Management, and staff of the Nigerian Communications Commission, we thank the Bureau for these recognitions. For us at NCC, this recognition acknowledges our ongoing reform efforts and underscores the need to sustain them,” he said.

According to him, the award serves as a motivation for government agencies to deepen their commitment to transparency, accountability and efficient service delivery.

He noted that for the NCC, the recognition validates the Commission’s sustained efforts to strengthen regulatory processes, improve governance standards and enhance accountability within Nigeria’s telecommunications industry.

Oshadami added that the reforms being implemented by the Commission are ultimately aimed at delivering better outcomes for telecommunications consumers across the country.

“For our telecommunications consumers, this recognition reflects ongoing efforts to strengthen service quality, transparency, and responsiveness across the sector. The assessment outcome also reinforces the importance of maintaining standards that support improved customer experience and greater confidence in telecom services nationwide,” he stated.

He reaffirmed the Commission’s commitment to deploying innovative regulatory measures and effective oversight mechanisms to ensure measurable improvements in service quality and consumer protection throughout Nigeria’s telecommunications sector.

Over the past two years, the NCC has introduced several reforms designed to enhance transparency, accountability and operational efficiency. Among these is the National Coverage Map, a digital platform that provides near real-time information on the availability and performance of mobile network operators across the country.

The Commission has also institutionalised the publication of Quarterly Network Performance Reports, providing detailed assessments of network quality and operational performance nationwide.

As part of its consumer-focused reforms, the NCC directed Mobile Network Operators (MNOs) to simplify the presentation of tariffs, ensuring that subscribers can easily understand pricing information before subscribing to services.

Operators have equally been mandated to comply with updated Corporate Governance Guidelines aimed at strengthening corporate accountability, improving operational standards and promoting responsible business practices across the telecommunications industry.

The Commission has further intensified the proactive publication of comprehensive and timely industry data to keep stakeholders and the general public adequately informed while promoting greater transparency within the sector.

In his remarks, the Director-General of the Bureau of Public Service Reforms, Mr. Dasuki Arabi, commended all participating MDAs, particularly the top-performing agencies, for demonstrating commitment to transparency, accountability and open governance.

According to Arabi, the annual event, which combines a public lecture with an award ceremony, commemorates the United Nations Public Service Day while providing a platform to recognise government institutions that have excelled in implementing reforms and delivering quality public services.

“This annual event, which begins with a public lecture and concludes with an award ceremony, marks the commemoration of the United Nations Public Service Day. It also highlights the role of the Nigeria Public Service Lecture Series and Awards as a platform for recognising MDAs that have demonstrated strong performance in reform implementation and service delivery,” he said.

The latest recognition marks another milestone for the Nigerian Communications Commission, which was also ranked the second-best-performing Federal Government agency in the 2025 website performance assessment conducted by the Bureau of Public Service Reforms.

Unlike the previous exercise, the 2026 assessment adopted a broader evaluation framework covering website performance alongside fiscal transparency, freedom of information compliance and other governance indicators, further reinforcing the Commission’s standing as one of Nigeria’s leading reform-driven public institutions.
