The African Union (AU) has appointed Hon. Phrank Shaibu, Senior Special Assistant on Public Communication to former Vice President Atiku Abubakar, as an Ambassador under the Pan-African African Union Agenda 2063 Diplomatic Mission.
Shaibu was formally inducted into the Governing Council of the Pan-African AU Agenda 2063 on Wednesday, February 4, during a ceremony held in Abuja. The event marked his official entry into the continental body tasked with advancing the African Union’s long-term development vision.
Agenda 2063 is the African Union’s 50-year strategic framework spanning 2013 to 2063, designed to transform Africa into a globally competitive and prosperous continent.
The agenda serves as a blueprint for achieving “The Africa We Want,” with a strong focus on inclusive and sustainable economic growth, regional integration, democratic governance, peace and security, as well as the promotion of Africa’s cultural identity and shared values.
Shaibu’s appointment as a member of the advisory council and his elevation as an ambassador of the Pan-African AU Agenda 2063 Diplomatic Mission were conveyed in an official letter dated November 18, 2025. The letter was signed by the President of the Pan-African African Union, Ambassador Stephen Gbatigbi Ben-Joel.
According to the letter, Shaibu’s nomination was made in recognition of his “outstanding excellence as an educationist, administrator, academic and businessman,” as well as his broad contributions to national development.
The letter further stated: “After a distinguished review of your exemplary contributions to national development, your invaluable service under various political leaders in Nigeria, it is with profound honour that we hereby convey your nomination into the advisory council of the Pan-African AU Agenda 2063 Diplomatic Mission.

“In addition, the Governing Council is pleased to further nominate you to serve as an Ambassador Plenipotentiary of the Mission – a role reserved for exceptional leaders whose influence, intellect and integrity embody the spirit of the African Union Agenda 2063.”
Hon. Shaibu, who currently serves as Senior Special Assistant on Public Communication to former Vice President Atiku Abubakar, is a seasoned teacher, journalist and public relations, as well as a crisis communication expert.
He brings nearly three decades of combined experience across media, public affairs and strategic communication, credentials that are expected to strengthen the AU’s advocacy and engagement efforts in driving the successful implementation of Agenda 2063 across the continent.
