Moghalu to deliver keynote at CoSPAL Assembly in Morocco

President of the Institute for Governance and Economic Transformation (IGET Academy) and former Deputy Governor of the Central Bank of Nigeria, Professor Kingsley Moghalu, OON, has been announced as a keynote speaker at the 3rd General Assembly of the Conference of Speakers and Presidents of African Legislatures (CoSPAL).

The high-level gathering will take place in Rabat, Morocco, from December 12 to 14, 2025.

Hosted by the House of Representatives of the Kingdom of Morocco, this year’s assembly is themed “Legislative Leadership and Parliamentary Diplomacy in a Changing Global Order.” The conference will bring together presiding officers of African national parliaments to deliberate on legislative strategies for navigating global shifts and strengthening Africa’s democratic institutions.

Professor Moghalu is scheduled to speak at the CoSPAL High-Level Dialogue on Friday, December 12, where he will deliver an address titled “Securing Africa’s Economy for the Future: The Role of Legislative Leadership.”

In its invitation letter signed by CoSPAL Secretary-General, Dr. Dapo Oyewole, the organization noted that the dialogue offers a crucial platform for engaging leading thinkers on the structural and geopolitical forces reshaping Africa’s development trajectory.

“As the global order undergoes profound transformation, the High-Level Dialogue provides a platform for some of Africa’s and the world’s foremost experts to engage with legislative leaders on critical issues shaping Africa’s future. In recognition of your expertise in governance, economic transformation and institutional leadership, we would be honored to have you deliver an address titled ‘Securing Africa’s Economy for the Future: The Role of Legislative Leadership,’” the letter stated.

The session will examine African economies’ structural vulnerabilities amid rapid global economic change, focusing on the legislative frameworks required to advance industrialization, build resilience, and reinforce Africa’s economic sovereignty.

Founded in 2020, CoSPAL is an indigenous pan-African inter-parliamentary body designed to unite legislative leaders across the continent in crafting common solutions to Africa’s political and development challenges. The organization comprises 25 national parliaments, including Algeria, Benin, Cameroon, Côte d’Ivoire, DR Congo, Eswatini, Gambia, Ghana, Liberia, Libya, Malawi, Morocco, Nigeria, Rwanda, São Tomé & Príncipe, Senegal, Sierra Leone, South Africa, South Sudan, Togo, Uganda, and Zimbabwe.

The current Chairman of CoSPAL is Rt. Hon. Alban Sumana Bagbin, Speaker of the Parliament of Ghana.

Professor Moghalu is widely recognized as a global thought leader, political economist, and international speaker. He served as Deputy Governor of the Central Bank of Nigeria from 2009 to 2014 and has held senior academic roles at Tufts University and the University of Oxford.

He was also the inaugural President and Vice-Chancellor of the African School of Governance in Kigali, Rwanda.

His keynote is expected to set the tone for strategic discussions on strengthening Africa’s legislative institutions to respond effectively to global economic disruptions and emerging opportunities.
