In a move to enforce regulatory compliance and ensure accountability in the telecommunications sector, the Nigerian Communications Commission (NCC) has approved the disconnection of Exchange Telecommunications Limited (Exchange) from MTN Nigeria Communications Limited (MTN) due to the non-payment of interconnect charges.
In a statement by Reuben Muoka, NCC director of public affairs, on Friday, NCC said Exchange Telecommunications does not have sufficient reason for non-payment of the interconnect charges.
“Exchange was notified of the application and was given the opportunity to comment and state its case. The Commission, having examined the application and circumstances surrounding the indebtedness, determined that Exchange does not have sufficient reason for non-payment of the interconnect charges.”
This decision is in line with the provisions of the Nigerian Communications Act, 2003, and the Guidelines for Procedure for Granting Approval to Disconnect Telecommunications Operators, 2012.

The NCC revealed that Exchange had been duly notified of MTN’s application for disconnection and was provided with an opportunity to present its case.
After reviewing the application and considering the circumstances surrounding Exchange’s indebtedness, the Commission concluded that Exchange lacked sufficient justification for its failure to settle the outstanding charges.
“The NCC has officially approved the disconnection of Exchange from MTN under Section 100 of the Nigerian Communications Act, 2003, and the relevant 2012 guidelines.
“Effective five (5) days from the issuance of this notice, MTN will cease routing voice and data traffic through Exchange. Alternative channels will be utilized for interconnection with other network service providers.
“This disconnection will remain in effect until further notice or unless directed otherwise by the Commission.
“The public and all affected stakeholders are advised to take note of this development, as it underscores the NCC’s commitment to maintaining a fair and transparent telecommunications environment.
