NCC issues new guidelines for telecom operators to enhance tariff transparency, protect subscribers

The Nigerian Communications Commission (NCC) has introduced new guidelines requiring telecommunications operators to provide clear, detailed, and user-friendly information on how subscribers are charged for calls and data usage.

The directive, titled “Guidance for the Simplification of Tariffs,” aims to enhance transparency, empower consumers, and foster fair competition among telecom providers.

This was disclosed in a statement issued on Monday by the NCC’s Director of Public Affairs, Reuben Muoka, in Abuja. The new rules will take effect on July 29, 2024, marking a significant step towards addressing consumer concerns about unclear and complex tariff structures.

According to Muoka, the guidelines are the result of extensive consultations with industry stakeholders, including Mobile Network Operators (MNOs), Consumer Focus Groups, and data-driven analysis of consumer expectations.

“All relevant tariff information must be displayed prominently to ensure consumers can easily understand their options,” Muoka emphasized.

The directive allows operators to maintain existing bonus-led tariff plans until December 31, 2024. During this period, telecom providers are expected to educate and gradually migrate subscribers to the simplified tariff plans.

Service providers are also mandated to communicate tariff details to subscribers in plain language using accessible formats such as Unstructured Supplementary Service Data (USSD).

The NCC’s directive aims to eliminate hidden costs by mandating the removal of access fees and asymmetric fee structures. It also requires service providers to offer standalone data bundles at fair prices to prevent subscribers from being tied to products they do not need. Additionally, promotional bonuses must be presented in actual monetary value to avoid ambiguity.

The NCC’s initiative is expected to have a transformative impact on Nigeria’s telecommunications sector. By simplifying tariff structures and prioritizing transparency, the Commission aims to strengthen consumer trust and confidence in the industry.

The new rules also promote a level playing field for telecom operators, encouraging competition and innovation while ensuring that subscribers benefit from fair and consistent pricing.

As the July 2024 implementation date approaches, the NCC has urged telecom operators to begin educating their subscribers about the upcoming changes. This proactive approach is intended to ensure a smooth transition and alignment with the Commission’s broader goal of creating a consumer-friendly telecommunications environment in Nigeria.
