Negotiating with bandits acceptable if it ensures safety, says NIPSS DG

Prof. Ayo Omotayo, Director-General of the National Institute of Policy and Strategic Studies (NIPSS), has stated that negotiating with armed bandits who threaten lives is justifiable, provided it guarantees the safety of Nigerians.

Speaking on Wednesday, Prof. Omotayo emphasized that the primary responsibility of any government is to protect its citizens and safeguard national assets.

He noted that engaging in dialogue with notorious figures such as Ahmad Gumi, a prominent mediator between the government and bandits, should not be misconstrued as a sign of weakness.

“The purpose of the government is to secure its people and assets. Any responsible government will look for all means to ensure people are protected. Negotiating with Gumi doesn’t mean weakness,” Prof. Omotayo said, highlighting the importance of pragmatic approaches in addressing security challenges.

Security analysts have observed that the approach aligns with ongoing efforts by the federal and state governments to reduce violent attacks in vulnerable communities while exploring non-military avenues to restore peace.

The DG’s remarks come amid nationwide debates over the effectiveness of negotiation versus force in combating banditry and insurgency, reflecting the delicate balance between ensuring security and pursuing long-term conflict resolution strategies.
