The Nigerian Communications Commission (NCC) has introduced new regulations to streamline the process of linking SIM cards with National Identification Numbers (NIN), aiming to enhance compliance and boost efficiency in the telecommunications sector.

The updated guidelines, outlined in the “Business Rules issued pursuant to the Registration of Communications Subscribers Regulation,” address existing challenges in SIM registration and NIN linking.

They introduce self-service options and refine the National Identity Policy for SIM card registration, which was initiated in 2022.

One key regulation requires that records of recycled SIMs be cleared of any previously linked NINs, allowing new users to register and link their own NINs.

The guidelines also cover NIN-SIM registration database harmonization, new SIM activation, and the appointment of Secondary or Operations Telecom Masters. These roles require detailed authorization letters signed by C-Level staff, including the registered names, official designations, and NINs of the respective Telecom Masters.

For Machine-to-Machine (M2M) SIM registrations, only the NIN of the Primary Telecom Master is needed. However, the authorization process requires thorough vetting, including submitting a CSV file detailing all associated SIMs, the NINs of each secondary user, and other relevant documents like the Certificate of Incorporation and Tax Clearance Certificate.

Foreign nationals residing in Nigeria for more than two years are now required to obtain a NIN for SIM registration and Mobile Number Portability (MNP). Those who have resided for less than two years are exempt from the NIN requirement but must present their international passport biodata and visa pages for SIM registration.

Special provisions apply to diplomatic missions, requiring diplomatic passports and a Letter of Request from the Head of Mission.

The new rules also introduce a self-service option for resolving biometric mismatches, which can only be conducted directly by Communications Service Providers and not by agents or third parties.

“These self-service activities must adhere to strict standards, including operating in a well-lit environment, using a plain white background for image capture, and ensuring the process is managed by licensed agents at designated SIM card registration centers.”
