NCC engages stakeholders in A2P messaging licensing framework

The Nigerian Communications Commission (NCC) hosted a virtual Stakeholders’ Forum on December 20, focusing on the creation of a licensing framework for Application-to-Person (A2P) messaging services.

The forum, part of the NCC’s commitment to inclusive rule-making, provided a platform for stakeholders to discuss the proposed regulatory framework aimed at transforming Nigeria’s telecommunications landscape.

Dr. Aminu Maida, representing the Executive Vice Chairman (EVC) of the NCC, delivered a speech through Mrs. Chizua Whyte, Acting Head of Legal & Regulatory Services.

In her address, Mrs. Whyte emphasized the forum’s importance, outlining the critical role of A2P messaging in enhancing communication, innovation, and consumer protection within the telecommunications industry.

The Licensing and Authorization Department of the NCC presented an in-depth overview of the A2P messaging framework.

This comprehensive presentation offered insights into the operational and regulatory aspects of A2P services, encouraging news outlets and industry players to use the information for public education.

Mrs. Whyte identified three primary stakeholder groups—government, consumers, and industry licensees—and their pivotal roles in implementing the A2P messaging platform:

For the government, A2P messaging is a critical tool for disseminating public service information and engaging with citizens.

For consumers, it ensures secure, timely, and reliable communication.

For the industry, it fosters innovation, competition, and sustainable growth opportunities.

Despite its potential, the A2P messaging sector in Nigeria faces significant hurdles, including fraud, spam, data privacy concerns, and inequities in value distribution. These challenges compromise the service’s reliability and hinder its growth.

The proposed framework presented at the forum seeks to address these issues by fostering transparency, fairness, and security across the value chain. Mrs. Whyte reaffirmed the NCC’s commitment to creating a regulatory environment that not only drives innovation but also protects all stakeholders involved.

The forum highlighted the NCC’s collaborative approach to regulation. “Effective regulation stems from inclusivity and collaboration,” Mrs. Whyte stated, urging operators, aggregators, businesses, service providers, and consumers to share their insights and recommendations.

Participants were encouraged to engage constructively, providing feedback to refine the framework and ensure it aligns with the needs of all stakeholders. The NCC emphasized that the collective input from the forum would be instrumental in shaping a sustainable and thriving A2P messaging ecosystem.

Dr. Maida, through Mrs. Whyte, reiterated the NCC’s dedication to fostering a telecommunications sector that thrives on innovation, safeguards consumers, and promotes fair competition. “Our goal is to create a sustainable A2P messaging ecosystem that protects consumers, promotes fair competition, and unlocks new opportunities for growth,” she said.

The NCC assured Nigerians that it remains steadfast in its mission to support innovation and ensure the telecommunications sector continues to be a cornerstone of the nation’s socio-economic development.

This forum represents a significant step forward in addressing the challenges of A2P messaging and setting the stage for its evolution as a vital communication tool in Nigeria.
