The Baby bust: What falling fertility says about how we live

Across much of the world, the sound of newborn cries is becoming less frequent.

Global fertility has fallen sharply, from about 3.31 births per woman in 1990 to roughly 2.25 today. More than half of the world’s countries and territories are now below the replacement-level benchmark of about 2.1 births per woman.

Behind those numbers lies a question far more complicated than whether people simply want fewer children.

What happens when the biological, social, economic and relational conditions that enable people to confidently invest in another generation begin to weaken at the same time?

The answer may be found not in a single cause, but in the increasingly complicated circumstances surrounding reproduction.

More than a question of biology

Fertility is often used interchangeably with the ability to reproduce, but demographers distinguish between fertility — actual births — and fecundity, the biological capacity to reproduce.

The distinction matters.

A person may be biologically capable of having children but remain childless because they lack a partner, adequate housing, financial security or confidence in the future. Another person may desperately want children but struggle to conceive.

The birth statistics record the same outcome: no baby.

They do not, however, tell the same story.

That is why declining fertility cannot be reduced to reproductive biology alone. It sits at the intersection of health, relationships, economics, culture, technology and people’s expectations about the future.

Conception itself is an extraordinarily complex biological process involving communication among the brain, endocrine and immune systems, metabolism, cardiovascular function, the microbiome and reproductive organs. Pregnancy subsequently demands profound physiological adaptation.

Infertility affects roughly one in six people at some point in their lives, while pregnancy loss remains common and deeply consequential for those who experience it.

Research has also reported declines in measures of sperm health over recent decades, although scientists continue to investigate the causes, magnitude and implications of those trends.

The broader picture, therefore, appears multifactorial. Reproductive outcomes may reflect not only what happens inside the reproductive system but also the wider conditions in which people live.

When biological and social clocks collide

One of the most visible demographic changes has been the rising age at which women have children.

Across Organisation for Economic Co-operation and Development countries, the average age of women giving birth reached 30.9 years in 2021, up from 28.6 in 2000.

For many people, the delay reflects greater educational opportunities, career development and personal autonomy — developments that are overwhelmingly positive.

But biological time does not necessarily move at the same pace as social time.

Completing education, establishing a career, achieving financial stability, finding a suitable partner and securing a home can take years. By the time individuals feel ready to become parents, the biological window for conception may have narrowed.

This creates a difficult contradiction: modern societies have expanded people’s freedom to decide when and whether to have children, while the economic and social circumstances surrounding that decision can make parenthood increasingly difficult to achieve.

Human beings have never possessed more ways to communicate. Yet loneliness and social isolation have emerged as major concerns across many societies.

Digital technology allows people to maintain relationships across continents and communicate instantly. But digital connectivity does not necessarily produce the intimacy, companionship and sense of belonging associated with stable real-world relationships.

If fewer people form long-term partnerships, fewer opportunities may arise for having children — regardless of their underlying biological ability to reproduce.

The question, then, is not whether technology is responsible for falling fertility. The evidence does not support such a simple conclusion.

The deeper question is whether modern patterns of work, technology and social interaction are changing the environments in which relationships are formed and sustained.

The economics of having a child

Parenthood is one of the largest commitments an individual can make.

It requires time, money, housing, healthcare, emotional energy and a willingness to invest in another person for decades.

That makes economic and social confidence important.

Research by the United Nations Population Fund in 2025 found that one in five people surveyed across 14 countries expected not to have as many children as they wanted. Among the barriers reported were the cost of raising children, housing pressures, job insecurity, concerns about the future and difficulties finding a suitable partner.

Choosing to have fewer children because of personal preference and reproductive autonomy is fundamentally different from wanting children but being unable to achieve the desired family size because biological, relational or economic barriers have become overwhelming.

The two experiences can produce identical statistics while representing entirely different human realities.

A demographic problem that compounds itself

When birth rates remain below replacement level for extended periods, fewer young people eventually enter reproductive age. Even if fertility rates subsequently rise, the smaller number of potential parents can still mean fewer births.

At the same time, societies with shrinking younger generations must support growing older populations.

That can increase pressure on healthcare systems, pensions, taxation, social care and labour markets.

Automation and artificial intelligence may help compensate for some of the economic consequences of shrinking workforces by increasing productivity.

But machines cannot create new generations.

They can perform tasks. They cannot become parents, build families or replace the social relationships through which societies reproduce themselves.

Historically, lower fertility has accompanied some of humanity’s most important advances: improved child survival, greater female education, access to contraception, increased economic opportunities and greater reproductive autonomy.
