Canada overhauls asylum system, introduces single online application for refugees
The Canadian government has introduced new regulations to streamline its asylum system, introducing a single online application process and clearer timelines for reviewing refugee protection claims.
The reforms, announced on November 3, 2026, are designed to reduce processing delays, improve administrative efficiency and ensure that eligible asylum seekers receive decisions more promptly.
In a statement issued on Tuesday, Immigration, Refugees and Citizenship Canada (IRCC) said the changes followed a significant decline in asylum applications over the past two years, easing pressure on the country’s refugee protection system.
According to the department, asylum claims between January and August 2026 dropped by 52 per cent compared with the corresponding period in 2025 and by 68 per cent compared with the same period in 2024.
The government said the decline had created an opportunity to introduce administrative reforms and improve the processing of applications.
Canada’s Minister of Immigration, Refugees and Citizenship, Lena Metlege Diab, said the new regulations would strengthen the country’s asylum framework while preserving protection for people fleeing persecution.
“A strong asylum system allows claims to be processed efficiently and protects people who need it,” Diab said.
She explained that the reforms would give applicants greater certainty about the application process, help them understand the requirements and improve the efficiency of screening and referral procedures.
Under the new arrangement, asylum seekers will be required to use a single online application process, whether they submit their claims from within Canada or at a port of entry.

The regulations also introduce defined timelines for key government reviews to minimise unnecessary delays and establish clearer procedures for reinstating withdrawn claims and those considered abandoned.
Other measures include additional procedural assistance for vulnerable asylum seekers, provisions to help eligible applicants obtain work permits and exceptions to certain new asylum eligibility restrictions.
IRCC said the reforms were also expected to support faster decisions by the independent Immigration and Refugee Board of Canada, which is responsible for determining eligible refugee protection claims.
The latest changes follow the passage of the Strengthening Canada’s Immigration System and Borders Act, popularly known as Bill C-12, which became law on March 26, 2026.
The legislation introduced additional asylum eligibility requirements, expanded information-sharing arrangements and strengthened immigration enforcement powers.
The new regulations were initially published for public consultation in June 2026 before being finalised by the government.
The reforms come amid wider changes to Canada’s immigration and refugee protection programmes, which have implications for Nigerians seeking asylum in the country.
Nigeria was among the countries with the highest number of asylum approvals in Canada in 2025.
Available figures showed that 6,765 asylum applications were submitted by Nigerians during the period, with 3,463 claims approved and 1,377 rejected. Another 21,573 applications remained pending.
The figures highlight the significant number of Nigerians relying on Canada’s refugee protection system and the potential impact of changes to application procedures and eligibility requirements.
Canada had earlier suspended new applications under certain sections of its private refugee sponsorship programme in November 2024 as part of efforts to address processing backlogs and improve administrative efficiency.
The latest reforms represent another step in the country’s effort to balance efficient asylum processing, immigration management and its international obligations to protect people fleeing persecution.
