Hamzat unveils 100-point manifesto, pledges 4,000 buses, new hospitals, rail expansion
The All Progressives Congress (APC) governorship candidate in Lagos State, Dr. Kadri Obafemi Hamzat, has unveiled a 100-point development manifesto branded The Lagos Promise (Ileri Eko), pledging sweeping reforms and infrastructure expansion across healthcare, education, transportation, security, housing and job creation ahead of the 2027 governorship election.
Hamzat unveiled the manifesto on Friday at the Wole Soyinka Centre for Culture and Creative Arts, National Theatre, Iganmu, Lagos, outlining a development agenda anchored on seven strategic pillars: People First, Renewal, Opportunity, the Machinery of Government, Inclusion, Security and Resilience, and Everyday Dignity.
The document contains 87 firm commitments and 13 aspirations, which the APC candidate described as a social contract with Lagos residents, promising annual performance scorecards and public reporting to ensure accountability.
Addressing party leaders, traditional rulers, stakeholders and residents at the event, Hamzat said his vision was to consolidate the achievements of successive Lagos administrations while making governance more responsive, inclusive and transparent.
Under the healthcare component of the manifesto, Hamzat pledged to increase Maternal and Child Centres across the state from 10 to 15 and expand the Ilera Eko health insurance scheme to cover one in three Lagos residents.
He also promised to construct two new general hospitals in Ogombo and Ibeju-Lekki, upgrade 100 primary healthcare centres and expand existing general hospitals.

The APC candidate further pledged to complete ongoing healthcare projects, including the new Massey Children’s Hospital, Ojo General Hospital and Somolu General Hospital.
To strengthen medical education and address manpower shortages, Hamzat proposed establishing a University of Medicine and Health Sciences.
In education, he promised to strengthen the EKOEXCEL programme in public primary schools, improve teacher training and remuneration, and expand access to quality education for children across the state.
Transport: 4,000 Buses, Rail and Waterway Expansion
Transportation infrastructure featured prominently in the manifesto, with Hamzat promising to increase Lagos’ public bus fleet from 1,000 to 4,000 vehicles.
He also pledged to extend the Blue Line rail to Okokomaiko and advance the Green Line from Marina to the Lekki Free Trade Zone.
The candidate proposed connecting the Red and Blue rail lines through an interchange at the National Theatre Station while accelerating major road infrastructure projects, including the Fourth Mainland Bridge, the Regional Road along the Lekki-Epe axis and Phase Two of the Opebi-Mende Link Bridge.
Under the Omi Eko initiative, Hamzat promised to develop an additional 140 kilometres of water transport corridors, optimise 15 ferry routes, refurbish 25 terminals and jetties, and procure 75 electric vessels.
He said the integration of road, rail and water transportation would significantly improve mobility and reduce commuting time across Lagos.
Jobs, Business and Youth Empowerment
Hamzat pledged to create a more business-friendly environment for artisans, traders, manufacturers, farmers and technology entrepreneurs through improved infrastructure, expanded digital services and reduced bureaucratic bottlenecks.

He promised to expand digital access hubs, strengthen the Yaba technology ecosystem and create opportunities for young people through internships, volunteering and leadership development programmes.
The APC candidate also pledged to open leadership opportunities in government agencies to young professionals based on merit.
On housing, he promised to complete ongoing housing projects, deepen the Lagos Home Ownership Mortgage Scheme (Lagos HOMS) and improve access to affordable mortgages through lower deposits, single-digit interest rates and extended repayment periods.
Security, Intelligence and Neighbourhood Policing
On security, Hamzat promised to expand the Lagos State Neighbourhood Safety Agency to all wards across the state’s 20 local government areas and 37 local council development areas.
He also outlined plans to improve street lighting and CCTV coverage, establish a State Intelligence Fusion Centre and strengthen inter-agency coordination in tackling cybercrime, financial crimes and organised criminal activities.
The candidate said a coordinated security framework would be critical to protecting residents, businesses and infrastructure while sustaining Lagos’ economic growth.
Environment, Water and Waste Management
Hamzat pledged to improve access to clean water through the completion of Adiyan Phase Two and the rehabilitation of 24 micro and mini waterworks.
On waste management, he promised to increase waste collection coverage to 95 per cent and complete key waste recovery and waste-to-energy projects.
He also pledged to train and equip informal waste workers, improve air quality and expand green spaces to promote a cleaner and more sustainable Lagos.
Accountability and Service Delivery
The APC candidate promised to establish a Lagos State Service Delivery Office within his first 100 days in office to monitor the implementation of government commitments and publish measurable performance targets.
He also proposed establishing a Child Protection and Nutrition Agency, advancing a State Wealth Fund with an independent board and published accounts, and introducing service charters across government offices.
Under his proposed accountability framework, complaints would be acknowledged within 48 hours, answered within seven days and resolved within 30 days.
Hamzat further pledged regular town hall meetings across the five IBILE divisions of Lagos and annual public reports detailing achievements, missed targets and revised timelines.
He said his administration would prioritise inclusion, ensuring that residents, regardless of background, age, ability or place of origin, could access government services and economic opportunities.
Sanwo-Olu Endorses Hamzat as Successor
Speaking at the manifesto unveiling, Lagos State Governor, Mr. Babajide Sanwo-Olu, described Hamzat as a worthy successor, citing his experience, competence, loyalty and contributions to the state’s development.
Sanwo-Olu expressed confidence that Hamzat would consolidate the progressive development agenda initiated by President Bola Ahmed Tinubu and sustained by successive Lagos administrations.
He highlighted the continuity of development efforts in infrastructure, transportation, education, healthcare and economic growth, formally presenting the APC candidate with a symbolic baton representing the transition.
Hamzat, who has served as deputy governor since 2019, said his manifesto was founded on the principles of respect, work and truth, pledging to subject his administration to public scrutiny.
He urged Lagos residents to study the document, evaluate its commitments and hold him accountable for delivering on his promises if elected.
The APC candidate said his ambition was to build a safer, fairer, cleaner and more liveable Lagos, stressing that the next phase of the state’s development must translate into tangible improvements in the daily lives of residents.
