The Yobe State Government has announced a partnership with a technology firm, “Speak in Codes,” to digitize its civil service operations.
The Head of Service, Alhaji Tonga Betara, revealed this during a strategic briefing in Damaturu on Monday, stating that the state has begun implementing a Human Resource Management System (HRMS) known as the Human Resource Suite (HR Suite).
“The HR Suite is designed to standardise and digitise all personnel processes, aligning them with best practices to improve service delivery in Yobe State.”
Alhaji Betara emphasized that the HR Suite will serve as a crucial platform for enhancing efficiency, transparency, and regulatory compliance in human resource operations across the state’s civil service.
The Office of the Head of Service will be the central coordinating unit for this initiative.
He also highlighted recent significant reforms in succession planning undertaken by the state government, including streamlining frameworks and integrating the nominal roll to ensure sustainability and institutional memory.
Governor Mai Mala Buni’s unwavering commitment to civil service development, particularly in continuous capacity building, was reiterated by the Head of Service.

He stated that a “Train-the-Trainer” approach will be used to equip designated staff across all Ministries, Departments, and Agencies (MDAs) with the knowledge to cascade the new HR Suite across the system.
The Director of Administration in the Office of the Head of Service, Malam Mustapha, noted that the upgraded nominal roll meets international standards and will provide a reliable database for personnel management, improving audit processes and ensuring consistency in staffing records.
This move is part of a broader effort by the Yobe Government to institutionalize a performance-driven public service on innovation, professionalism, and accountability.
