Retired Vice Admiral Ibok-Ete Ekwe Ibas, the Sole Administrator of Rivers State, has announced the appointment of 11 new permanent secretaries to various ministries within the state civil service. This move is a key part of the ongoing efforts to revitalize the state’s administrative framework following the declaration of a state of emergency in March 2025.

The appointments were officially released in a statement issued on Tuesday by the Acting Head of Service, Dr. Inyingi Brown. The newly appointed permanent secretaries are:

  1. Imaonyani Roselin Ephraim-George
  2. Dr. Mina T. Ikuru
  3. Dabite Sokari George
  4. Soibitein Duke Harry
  5. Lauretta Davies Dimkpa
  6. Uche R. Ideozu
  7. Chimenum Mpi
  8. Jeremiah Egwu
  9. Nicholas Iminabo Wokoma
  10. Vera Sam Dike
  11. Aleruchi Akani

The swearing-in ceremony for the appointees will be conducted by Administrator Ibas on a date to be announced soon.

These appointments come after President Bola Tinubu suspended Governor Siminalayi Fubara and the state’s legislative assembly, citing prolonged political instability as the reason for declaring a state of emergency in Rivers State.

Vice Admiral Ibas was subsequently appointed as the Sole Administrator to oversee the state’s affairs during this period of emergency rule.

In addition to restructuring the civil service through these appointments, Administrator Ibas has also initiated plans for the phased rehabilitation of the State Secretariat Complex.

This effort aims to enhance public service delivery and improve the welfare of the state’s workforce.

These measures are part of broader efforts by the emergency administration to restore stability and ensure effective governance in Rivers State.
