President Bola Ahmed Tinubu on Tuesday declared a state of emergency in Rivers State, effectively suspending Governor Siminalayi Fubara, his deputy, and the state legislature for an initial period of six months.
To navigate the state through this turbulent period, Tinubu appointed retired Vice Admiral Ibokette Ibas, a former Chief of Naval Staff, as the sole administrator.
At 64, Vice Admiral Ibokette Ibas brings a wealth of military and administrative experience to his new role as Rivers State’s sole administrator.
A native of Cross River State, Ibas had a distinguished career in the Nigerian Navy, serving as the 22nd Chief of Naval Staff from 2015 to 2021.
His academic journey began at Hope Waddell Training Institute, Calabar, before he proceeded to the School of Basic Studies, Ogoja.
He later joined the Nigerian Defence Academy in 1979 as part of the 26th Regular Course and was commissioned as a sub-lieutenant in 1983. Over the years, he undertook extensive military training both locally and internationally, earning prestigious certifications, including:
Diploma in Amphibious Warfare – United States Marine Corps University, Quantico, Virginia (1993)
Long Course in Underwater Warfare – Nigerian Navy Underwater Warfare School, Lagos (1995)

Additionally, he received leadership training from the Harvard Kennedy School in the USA and underwent Homeland Security and Operational Units Training in Tel Aviv, Israel.

Throughout his military career, Vice Admiral Ibas held key leadership positions across Nigeria’s naval and defense structures. His expertise spans combat operations, military logistics, maritime intelligence, and naval warfare strategy. Some of his notable postings include:
Navy Secretary (2012–2013) – Oversaw personnel management and defense strategy
Chief of Administration, Naval Headquarters (2011–2012) – Managed naval logistics and strategic planning
Flag Officer Commanding, Western Naval Command (2013–2014) – Led naval operations in Nigeria’s western maritime region
Deputy Commandant, Armed Forces Command and Staff College, Jaji (2014) – Trained future military leaders
Chief of Logistics, Naval Headquarters (2014) – Managed naval resource allocation and supply chains
Chief of the Naval Staff (2015–2021) – Nigeria’s top naval officer, overseeing fleet expansion, maritime security, and counter-piracy operations
For his contributions to national security, Ibas received numerous accolades, including the prestigious Commander of the Order of the Federal Republic (CFR), awarded by former President Muhammadu Buhari in 2022.
As Rivers State enters this new phase of governance under military-backed leadership, political analysts predict heightened debates over the federal government’s role in state affairs. While Tinubu has framed the intervention as a necessity for stability, opposition voices argue that it could undermine Nigeria’s democratic institutions.
For now, all eyes remain on Vice Admiral Ibas as he steps into one of the most challenging administrative assignments in recent Nigerian history.
