Foreign students in Russia face no disruption in scholarships – Ministry
Foreign students studying in Russia receive their scholarships and allowances via the national payment system and face no sanction-related disruptions, the Russian Ministry of Science and Higher Education said.
The ministry said on Tuesday on telegram that all scholarships were paid to Mir payment cards regardless of the issuing bank.
“There are no problems related to the use of Mir cards in Russia,” it said.
The ministry added that the cards of international payment systems issued by foreign banks operated in Russia according to the rules of payment systems.
It said this was both for payment in stores and for cash withdrawals at ATMs, taking into account currency conversion rates.
On Feb. 24, Russia launched a special operation in Ukraine, in response to calls for help from the Donetsk and Luhansk people’s republics against the intensifying aggression of Ukrainian troops.
The Russian Defense Ministry said the special operation was targeting Ukrainian military infrastructure only, stressing that the civilian population were not in danger.
The United States and its European partners responded by imposing unprecedented sanctions targeting several major Russian banks and high-level Russian government officials, including President Vladimir Putin.
They also ousted Russia from the SWIFT financial system.
