Delta State Governor, Rt. Hon. Sheriff Oborevwori, on Thursday presented the state’s 2025 Appropriation Bill to the State House of Assembly, with a total budget of N936,078,818,719 billion.
The proposed budget, christened the ‘Budget of Fiscal Consolidation’, marks a 29% increase from the N725 billion approved for the 2024 fiscal year, reflecting an additional N211 billion.
Governor Oborevwori explained that the 2025 budget is structured with N348.7 billion allocated for recurrent expenditure, representing 37.25% of the total budget, and N587.4 billion for capital expenditure, which accounts for 62.75%.
He attributed the increase to a realignment of the exchange rate, which has led to higher Federation Accounts Allocation Committee (FAAC) allocations and improved internally generated revenue.
“The 2025 budget is designed to cushion the effects of fuel subsidy removal and address the economic challenges it has created.
It includes provisions to strengthen social protection programs, improve rural infrastructure, boost agriculture, enhance food security, support MSMEs, and promote human capital development,” Governor Oborevwori said during the presentation.
Key focus areas in the 2025 budget include significant allocations for physical infrastructure and job creation. Notable funding allocations include:
- Road Infrastructure: N230 billion
- Education: N67.42 billion
- Health: N30.55 billion
- Water Resources: N11.03 billion
- Agriculture: N7 billion
The Governor emphasized that the state’s focus will remain on prudent resource management and prioritizing expenditures in critical sectors such as health, education, agriculture, water resources, housing, and women and youth empowerment.
In a call for swift legislative action, Governor Oborevwori urged the state lawmakers to expedite the passage of the budget.

He stressed the importance of a collaborative effort between the Executive and the Legislature to ensure the budget’s successful implementation.
The Speaker of the Delta State House of Assembly, Rt. Hon. Emomotimi Guwor, commended Governor Oborevwori for his pragmatic leadership and fiscal discipline.
He praised the Governor for completing inherited projects from previous administrations and for his role in saving over N500 million while serving as Speaker of the Assembly.
The Speaker also called for institutionalizing pre-budget planning sessions between the Executive and the Legislature to ensure that budget priorities align with available resources.
The motion for the adoption of the budget was moved by House Majority Leader, Hon. Emeka Nwaobi, and seconded by Hon. Marilyn Okowa-Daramola, representing Ika North East Constituency.
The budget presentation was attended by the State Deputy Governor, Sir Monday Onyeme, members of the Delta State House of Assembly, as well as representatives from Bayelsa State, including the Speaker, Rt. Hon. Abraham Ngobere.
As the budget moves forward, Governor Oborevwori’s administration remains focused on fostering economic recovery and sustainable development for the people of Delta State.
