An officer of the Nigeria Security and Civil Defence Corps (NSCDC), Shem Obafiaye, who made the viral ‘Oga At The Top’ remark in 2013, has been promoted to the rank of deputy commandant-general.
Obafiaye was the Lagos commandant of the NSCDC when he appeared as a guest on Channels Television and humorously struggled to provide the NSCDC website.
